The suggestion of inconsistency

in Jonathan's post is wrong. There is no inconsistency. The statements 
describe two different things.

If you offer a donation to TUG (the organization) then TUG is entitled, 
if it wishes, to ask that there be no strings attached before accepting 
it. But if instead you offer a donation to the TeX Development Fund, 
then the donation will be accepted and ring-fenced.

Which one "rules" depends on which type of donation you make.
