[UK-TUG] Structure of the SGM

The structure of the SGM is a matter for the committee, you can
discuss it on the committee list.

You are of course free to set up a list at any time for any purpose,
but it seems entirely wrong to use a list unconnected with UKTUG to
make any decisions about UKTUG formalities.
