[tlu] "TeX Live Utility" needs to be updated

Just to be clear, Apple is removing Python and not providing a replacement Python 3, except for a lobotomized version that comes with the developer tools. <rant deleted>

I have a version of TLU with an embedded Python (now weighing in at 105 MB), and have to get all the details of git/compiling/code signing worked out.

This will probably be the death of the scheduled update checking, since that update checker is written in Python, and can't make use of TLU's internal Python interpreter. I'm not sure if anyone's actually using that to check for TeX Live updates, anyway.
