[tlu] "TeX Live Utility" needs to be updated

Hi Gary,

This message is about the future removal of Python from macOS (if you click the "Learn More" button, it will take you to a page about this IIRC).

Actually, "future" here is about to become present: Python has been removed completely from macOS Monterey 12.3, presently in Beta, see

You can still get Python by installing Xcode or the Command Line Developer Tools (actually, if you type python3 in Terminal, a dialog will pop up offering to install these tools). But that's python3, whereas TLU calls python aka python2. 

Same if you get Python from python.org: it's also python3.
