Well, it depends. If you are sure that the arch is always the same,
then it is better to have the scheme-infraonly as starting point,
because user can simple start with
tlmgr install scheme-whatever
without thinking and without installation.
But this requires that the arch is pre-defined.

Yes, that is true, and intended. The scheme-infraonly contains
depend hyphen-base
depend kpathsea
depend texlive-scripts
depend texlive.infra
texlive.infra contains tlmgr, and the Perl modules which are also in the
installer (the Perl modules).
texlive-scripts contains lots of scripts necessary, and also install-tl.
So yes, there is an overlap, is this something that bothers you?
