[tldistro] scheme-infraonly

Norbert, 

I'm running some tests to see how to create a IPS (image package system) package.

I was comparing the contents of the install-tl-unx.tar.gz package,
on the one hand, and the contents of the scheme-infraonly on the other hand ...

There are some files common in both packages.
