This is only half the story, because it indicates only the version of
the tlmgr.pl file itself, but not the versions of the important Perl
modules. You get more information with

$ ./install-tl --version -v
install-tl (TeX Live Cross Platform Installer) revision 57337
Module revisions:
TLConfig: 54123
TLCrypto: 55178
TLDownload: 54993
TLPDB:    55126
TLPOBJ:   54748
TLTREE:   55106
TLUtils:  57421
$

You see in this case that TLUtils has a higher revision number

> while there is not every day a new version of the package.

Changes can be in any of the above (and probably more!) Perl modules.
