    I had been hoping to have an interactive option in the menu to load a profile.

There's no command to load a profile interactively, but if you say
install-tl --init-from-profile PROFILE
the interactive session will be entered after loading the PROFILE file.

    And most importantly, in the install-tl tool when I select HELP <H>,

I get an error too. Guess no one ever needs help :). I'll look into it.
