[tlbuild] dvisvgm fix

Correction: it turns out that there is still a problem in dvisvgm 3.2.1 due
to recent changes in ghostscript. Hopefully, Martin can provide a
workaround in time for TL 2024:

And yes, a new version of asy should be ready within the next day or two.
