Such links have been around in various places for a few years now.

Currently, there are at least three ways to get 64-bit Windows binaries
in TL: your cross compile, Akira's native compile, and Siep's tl64 tool
which provides a simple interface to download Akira's binaries and keep
them updated. They are described at:
