Basically,  the current win32 works  for 32bit *and* 64bit, it's compiled
with the MS compiler,
it's well tested,  stabled and maintained (see http://www.w32tex.org) all
over the year.
No reason to change.

On the other hand, texlive-mingw64 works only  with  win 64bit and   I have
not time to maintain it as it should.
It's true that it's easy (almost...) to build it  from the texlive sources;
if actively supported I guess that it could be  a link
