Issues installing palatino font.

Dear to whom it may concern,

I would be grateful if you could help me install palatino fonts in I my Windows 10 machine with TexLive 2019 fresh installed (yesterday).

I am trying to compile the attached template to format a paper I want to submit. However, I can not compile it because I do not manage to install palatino font.
The template directs to THIS<https://www.ctan.org/tex-archive/fonts/psfonts/psnfss-source/palatino/> CTAN repository.

The steps I tried are:
Run the inst.tex and the instx.tex provided in the repository. ( 1st in the C:\texlive\texmf-local folder and then in C:\texlive\texmf-local\fonts\tfm\adobe\palatino  and    ...\fonts\vf\...)
I am attaching the logs with some errors.
I took the folders from the makefile.txt file
After doing that and running mktexlsr, no .map file was produced, so I do not know how to proceed.
