Most systems use file-system induced triggers, so if something is
installed into certain directories, it triggers the fc-cache call.
End-effect is the same, just the technical background (inotify etc)
are different.
But yes, in most cases running fc-cache as **user** is a VERY VERY VERY
bad idea, as Zdenek said.
