OK, maybe I was just confused by this part of my /etc/fonts/foncts.conf:

<!--
 Rescan configuration every 30 seconds when FcFontSetList is called
-->
               <rescan>
                       <int>30</int>
               </rescan>

I know that many years ago it was somehing like one hour, then something
like 5 minutes
