I see that update-tlmgr-latest does NOT reinstall fmtutil.pl. Try
instead:

tlmgr install -reinstall texlive-scripts

PS. We like it better if you copy-and-paste text into the message,
and not rely on html mail. If you must use screenshots, send them as
attachments.
