Hello,
I do not receive any error with TL2023 and TL2024.
You seem to use an old ltugboat.cls (in your attached file you use the 
article class; I would bet you will not get an error with that.), here 
it reads
> (e:/texlive/2023/texmf-dist/tex/latex/tugboat/ltugproc.cls
> Document Class: ltugproc 2023-10-28 v2.31 TUG conference proceedings class
> Class ltugproc Info: Class believes year is 2024.
