Could it be that your wget and wgetrc are simply hosed?

BTW, this repeats every year, most of the time it is one of your
particularly strange settings ... ;-)

What about running
	tlmgr -v --repositoryhttps://texlive.info/tlpretest/  update --list
Mind the "-v" and see what is shown?
