Well, yes, I would have expected that.  If it were reproducible everywhere (or even just on a typical installation), I would not have been the first to report it !

No, as I wrote earlier, I used "wget" on a daily basis and in fact used it to fetch the last 10% of the TeX Colleection ISO.   My "wgetrc" has only one non-commented line :

Well, with the /greatest/ respect, I don't think that this has ever been established.   Each year you claim that it is because my setup is non-standard, each year I reply that all I am doing is using the same configuration options that I have been using (successfully !) since 2008, and that there is no point in exposing these configuration options if end-users are not intended to use them, and at that point the conversation seems to dry up ...
