tlmgr itself needs to be updated.
Please do this via either
tlmgr update --self
or by getting the latest updater for Unix-ish systems:

and/or Windows systems:

Could it be that your wget and wgetrc are simply hosed?
BTW, this repeats every year, most of the time it is one of your
particularly strange settings ... ;-)
What about running
tlmgr -v --repository <a href="https://texlive.info/tlpretest/">https://texlive.info/tlpretest/</a> update --list
Mind the "-v" and see what is shown?
