When I made those changes, I updated XtSpecificationRelease to 7 in
Intrinsic.h -- which you could use fairly reliably in an ifdef.

You'd need a configure-check to decide whether to define _CONST_X_STRING
(to use all of the new const stuff), but just that symbol should do
what you need.
