[OS X TeX] TeXShop on Monterey: weird behavior?

This is exactly the sort of message I like: a step by step explanation of how to recreate a problem. In this case, the steps are even "unusual", which would explain why others haven't reported the problem.
Unhappily, the steps don't work for me, and I'm also running Monterey. After that restart, I get TeXShop with just one window. Can anyone else reproduce William's bug?
