Oh! I just noticed that there's no optional argument to `graphicx' to
tell it what your driver is:

   \usepackage[dvipsone]{graphicx}

That [dvipsone] is what then goes to look for the file graphics.cfg
(in the \graphics folder) that has the single-line entry:

   \ExecuteOptions{dvipsone}
