[XeTeX] XeTeX cannot open secured PDF

Attempting to open a secured PDF using the following code :

% !TeX Program=XeTeX

\pdfpagewidth = 297 mm
\pdfpageheight = 210 mm
\advance \hoffset by -1 in
\voffset = \hoffset
\setbox 0 = \hbox {\XeTeXpdffile SN.pdf }
\box 0
\end

results in the following diagnostics

(./Massage.tex [1]
xdvipdfmx:fatal: Image inclusion failed for "./SN.pdf" (page=0).

The same file can, however, be opened by Adobe Illustrator 2020.  Is there any reason why XeTeX could not adopt the same strategy as Adobe Illustrator to open such files, since it is clearly technically possible ?

As the file in question contains confidential information, I cannot add it as an attachment, but will be happy to send it to the XeTeX developers on request.  For what it's worth, once the PDF has been opened by Adobe Illustrator and then saved as a new PDF [which is no longer flagged as "(SECURED)" when open in Adobe Acrobat DC], it can then be opened by XeTeX.
