Please ignore what I wrote. I had created a modified dvipdfmx.cfg in texmf-local/dvipdfmx, but forgot to run mktexlsr afterwards, so it wasn't used. Silly me!

Anyway, in between I applied this morning's run of tlmgr updates, which include your updated dvipdfmx.cfg. By the way, you didn't change the version number at the top,

I don't know whether that's on purpose.

Something seems broken on the gs end, since they really say SAFER is set by default, for example at
