I changed dvipdfmx sources in TeX Live slightly because I believe
it is safe. However I don't update the binary for w32 because it
breaks consistency with other platforms.
You can test by copying dvipdfmx.dll in an attached dvipdfmx.zip
into bin/win32 in TeX Live 2020.
