TeX should use the file in texmf-var, except if you have a file in
your home directory (~/.texlive2008/texmf-var/tex/generic/config/language.dat).
Can you please check if it exists and contains an entry for Romanian,
and, if it doesn't, if the file in /usr/local/texlive/2008/texmf-var
really contains an entry for Romanian?
hyphen.cfg should not be the issue, it isn't used by Polyglossia at
all (it uses a slightly modified file called hyphen_cfg). And the list
of languages isn't there anyway; it's only generic code.
