Nobody encourages anyone to use a character by encoding it. The standard 
casing of ß is SS, and this won't change. Unicode merely responds to the 
need of encoding certain characters that appear in fairly widespread use.

It's like democracy: the majority rules but the minority has its rights. 
The Unicode character set does not prescribe, it describes, and it has 
always been so.
