I don't think I understand the problem. I attach a PDF page comment2.pdf to which I have just added (1) a comment created in Adobe Acrobat and (2) a comment created in PDF Converter. The original PDF file was created in XeTeX directly as always happens (i.e. there was no intervention with e.g. Adobe Distiller to create the PDF).
If you need to add comments to a TeX file as you are going along, it's easy enough in plain TeX to create an insert category that does this (see the file query.PDF attached), but I don't know about that sort of thing in LaTeX.

When you open a pdf file in Acrobat, you can see at the properties of the document whether is has commenting permissions. Files created using Latex are not allowed to be commented. If they were, Acrobat would have enabled an additional tool which can be used in order to add annotations to the pdf file. This is usually a very useful option for reviewing articles. My question is how can I allow the commenting option while creating a pdf file using Latex. Is there any package that can be used?

seems to indicate that, if something needs to be done, it's on the
Adobe Reader side, not the XeLaTeX side.
Also, which version of Adobe Reader are you using? IIRC the ability to
add comments has only been added in the latest versions.
