I attach a PDF page comment2.pdf to which I have just added (1) a comment
created in Adobe Acrobat and (2) a comment created in PDF Converter. The
original PDF file was created in XeTeX directly as always happens (i.e.
there was no intervention with e.g. Adobe Distiller to create the
PDF).</FONT></DIV>

you are going along, it's easy enough in plain TeX to create an insert category

document whether is has commenting permissions. Files created using Latex
are not allowed to be commented. If they were, Acrobat would have enabled
an additional tool which can be used in order to add annotations to the pdf
file. This is usually a very useful option for reviewing articles. My
question is how can I allow the commenting option while creating a pdf file
using Latex. Is there any package that can be used?</DIV>
