I think it is worth being clear that there are more concrete concerns 
about holding monies in the group without a clear spending plan:

- There is a question of whether committee is fulfilling the
   constitution in promoting use of TeX, in respect of holding funds
   which are largely unused;
- There is a question of the value being eroded by inflation;
- There is a non-trivial risk to the committee if unauthorised
   spending were to occur: this risk becomes larger with the size
   of the unspent resource
