[UK-TUG] Draft minutes for 2016 AGM

Please find attached the draft minutes for yesterday's AGM. I have also
attached the final version of the 2015 minutes.

Corrections/improvements for this year's minutes are most welcome: they
will formally be adopted (after correction) at the next AGM.
