Dear Jay,

I shall more than welcome a two-tier membership: non-voting and voting. I
will be
happy with just receiving the DVD and publications, with no voting rights,
and will
happily pay the dues.

Alternatively, UKTUG can just have voting members with a parallel list of
"patrons"
to whom the DVDs may be offered for sale.

My Local rugby club has a two tier membership, one is social the other
is full member, the latter are allowed to vote at the agm,  the former
can attend just can't vote.
