Dia satisfies these requirements. Of course, if you have Devanagari
and Malayalam fonts on your system, you can write text in these
languages. I have personally done so on Debian GNU/Linux as well as
Ubuntu Linux, so Suse shouldn't be a problem, if you get the fonts and
data entry methods right..
Inkscape should also satisfy this.

Both GPL'ed, source available, free for download, modification and
redistribution. I think that freedom is enough :-)

I am not sure about this, but you may find these in the above
mentioned tools in some form.
