[Tugindia] Letter spacing

Dear Steve,

I had some uneven spacing problem with soul.sty.

For example, Please check my following line

"1. Introduction"  -  A section or sub section with number, or running heads
with foloio

The sapcing between the spaced items and the unspaced items are uneven. I
had this problem with many of my projects.  Please check is it the same
problem for all or it is my own problem in my class file.
