[Tugindia] How to create new .fmt file in latex

Dear users,
 
In latex.ltx file, i declare one command like \def\hai{Hello Everybody}. 
In document file, i use \hai command, error occurs. why? 
 
How to create new .fmt file in latex...Give the step by step process  to create .fmt file.
