This is a silly question perhaps, but did you run 'texhash' after
installing the package?  /usr/bin/texhash creates a list of input
files in the various sub directories in /usr/share/texmf/... When tex
runs, it does not manually look in the directories, rather it searches
the texhash generated table. 

I have never installed the telugu tex package, but I did install
akaram, which is the gui based tamil tex editor. It installed quite
simply.

Incidentally, can anyone tell me if I can use Lyx to edit indian
language (tamil, hindi) documents? What do I need to do to achieve
this miracle?
