[tlu] TexLive cannot update

Top level domains haven't really meant much for years.

TLU's list is only updated when I release a new version, and it's been quite a while. I was going to implement a way to update that list dynamically, but never got around to it.

The cicku.me <http://cicku.me/> mirrors are official, as far as I can tell, but if there are consistent problems they should be reported to the CTAN team.
