Herb and/or Bruno, could you run

/usr/bin/python --version

and

/usr/bin/python ~/Library/Application\ Support/TeX\ Live\ Utility/update_check.py

on Big Sur and let me know if it spits any errors out to the console? If you don't have the update checker installed there, you can run it in the bundle at Contents/Resources/update_check.py.
