Just for the heck of it, I tried this yesterday, then 
got bored and went off to do other stuff. I just noticed 
that it took an hour to time out.

$ time tlmgr update --list --repository http://192.168.0.1

/Library/TeX/texbin/tlmgr: TLPDB::from_file could not download http://192.168.0.1/tlpkg/texlive.tlpdb;
/Library/TeX/texbin/tlmgr: maybe the repository setting should be changed.

This address isn't reachable from my network, although I 
thought it was when I typed it in. I'm not sure if that
corresponds to the situation we had with your webserver or
not, so this may be meaningless.
