[tlu] TeX Live Utility Version 1.03 for PPC Mac

Since google deleted all of the downloads, there's no way to get it. 
I put a copy on my Dropbox for now:

I don't think I ever tried to compile it on 10.5, so my guess
is that it would be painful to try.
