First I thought this wasn't working, as I got a "Listing failed" message with log ending with

But then, after removing TLU 1.14b6 and putting 1.13 back into place, I got the exact same thing.

After a bit of panic, going to the tex-live list archive brings Norbert's message <http://tug.org/pipermail/tex-live/2013-September/034168.html>. So the only thing needed is (with either 1.13 or 1.14b6) apply "Actions > Reinstall TeX Live Manager" (TLU's equivalent to update-tlmgr-latest.sh), and after that all works well.

That said, I'm surprised: among the listed changes is "fixes for some of the recent nested-quote breakage in TeX Live itself". But isn't this nested-quote precisely what's breaking TLU (both release and beta)?
