[tlu] new TeX Live Utility beta

I just pushed up a new beta release.

Changes are related to python error handling and logging (python 3 should work now, thanks to Cem Karan for the patch) and fixes for some of the recent nested-quote breakage in TeX Live itself.

I've bcc'ed a few people who reported bugs but probably aren't on this extremely low-traffic mailing list :). Feel free to give this a try and let me know if it solves any of your problems or creates new ones.
