I've done a new attempt to test upgrading from TexLive 2020 to 2021 on OpenIndiana and it works now.

Basically I think the version that I wanted to upgrade,
had a tlmgr script that had the wrong version.

With a fresh 2020 installation:

# ./install-tl --repository https://texlive.info/tlnet-archive/2020/12/31/tlnet/ --profile $HOME/latex.profile

# ./install-tl --version
install-tl (TeX Live Cross Platform Installer) revision 57052
TeX Live (https://tug.org/texlive) version 2020

installed with the 'right' install-tl version for 2020 I obtain a 2020 install,
which can be upgraded.

# sh update-tlmgr-latest.sh -- --upgrade
Verifying archive integrity... All good.
Uncompressing TeX Live Manager Updater 100%
./runme.sh: updating in /usr/texlive/2021...
./runme.sh: tlmgr version says this is TeX Live 2020,
./runme.sh: and this updater script created: Sun Mar 7 02:24:16 CET 2021.
./runme.sh: ok, doing full release upgrade from 2020 to 2021.

and then

# tlmgr update --self --all
tlmgr: package repository http://ftp.math.utah.edu/pub/tlpretest/ (verified)
tlmgr: saving backups to /usr/texlive/2021/tlpkg/backups

worked fine.
