[tlbuild] linked scripts when script names only differ by their extensions

Hi Karl,

scripts-targets.lst would be very helpful for Nixpkgs too. We currently
read binfiles from texlive.tlpdb and when a bin/ entry does match a
compiled binary, we make our best guess at which script it is coming from.
It works, but an upstream scripts-targets.lst would help quite a bit.
