[tlbuild] Pretesting TeX Live 2024

On another system, I "initialized from a current installation". Worked fine
until the update; had to wait for the pre-test site to catch up.  You might
want to suggest doing a

../tlmgr path add

as this won't be done automatically.

Very convenient way to update the installation.  Thanks.
