[tlbuild] mflua c99 trial rebuild

Folks,

The latest sources as of two hours ago built and passed all tests on both Big Sur Arm and Mojave Intel. Incidentally, and just for amusement, the build called the binaries

	Arm:  aarch64-apple-darwin20.2.0
	Intel: x86_64-apple-darwin18.7.0

These will be combined to form universal-darwin.

There were 448 binaries on Arm and 452 on Intel. Recall that Arm doesn't support X11 because the open source X11 distribution hasn't been extended to Arm. So those few binaries which require X11 will run under Rosetta on Arm machines.
