Do *never* trust the catalogue version, it is purely informative and
might be horrible outdated.

Reason: we don't bump the version number of the TL packages if only
catalogue data changes, otherwise everyone would get 2 updates of the
same packages (Karl is much faster with updating than the catalogue
updates, so the first would be the real, the second only for the
catalogue change).

If you check the tlpdb on tlpretest, you will see that there is already
	catalogue-version 2.64
