[tlbuild] TeX Live 2020/dev

            2019/bin/amd64-freebsd has biber, getnonfreefonts, ketcindy,
            while 2020/bin/amd64-freebsd130 lacks those three, but has
            luajithbtex.

Lack of biber: expected, because biber binaries come in externally from
CTAN, as we've discussed here many times.

Lack of getnonfreefonts: it hasn't been part of TL since 2009. I surmise
you installed it locally at Utah in the past.

Lack of ketcindy: expected, because this also comes in CTAN. I guess
maybe I should add it to our linked_scripts setup, though, just to avoid
the discrepancy. Norbert, wdyt?

Presence of luajithbtex: expected; for 2020 we will ship luahbtex, and
it will be used as the engine for the lualatex format.

BTW, luahbtex is also installed in current TL, for some of the bin
directories (I did it by hand), and used as the engine for lualatex-dev.
