[tlbuild] Broken bibtex tests

Thanks for your comments!
To check whether TL ICU is built correctly, I created a test case for
upmendex (which also uses ICU for sorting).

Mojca, (and anyone who has experienced test failure on bibtexu),
please find attached files:
    * icu-upmendex.idx
    * icu-upmendex-hironobu.ind

When you run
    $ upmendex icu-upmendex.idx
you will get icu-upmendex.ind.  Please compare your icu-upmendex.ind with
icu-upmendex-hironobu.ind (generated on x86_64-darwin, but same result
on win32).

If you find any difference, TL ICU may be incorrect on your platform.
If you get the same result, there should be some code bugs in bibtexu itself.
