I think so.  The failure should mean that bibtexu is not working.

That's the opposite; if you don't add -l fr -o fr, bibtexu depends on
system locale.  Those options are forcing to French locale,
to avoid system-dependent behavior.

bibtexu requires ICU, so the failure maybe comes from an error
in building/linking ICU.
